A KFF analysis shows that the bill <a href=\"https:\/\/www.kff.org\/medicaid\/allocating-cbos-estimates-of-federal-medicaid-spending-reductions-across-the-states-enacted-reconciliation-package\/\">will cut federal Medicaid spending<\/a> by $1 trillion over 10 years, a change that\u2019s already raising alarm across the healthcare sector.&nbsp;<\/p>\n\n\n\n<p>Rural communities are expected to <a href=\"https:\/\/www.kff.org\/medicaid\/how-might-federal-medicaid-cuts-in-the-enacted-reconciliation-package-affect-rural-areas\/\">feel the hit<\/a> especially hard. Medicaid covers 1 in 4 adults in rural areas, a higher share than in urban regions, and plays a key role in maintaining patient access to care in their communities. Under the enacted reconciliation package, federal Medicaid spending in rural areas is estimated to decrease by $137 billion over 10 years.<\/p>\n\n\n\n<p>While millions of individual Medicaid beneficiaries are expected to lose coverage and face increased administrative burden, healthcare providers will also be impacted. The Commonwealth Fund <a href=\"https:\/\/www.commonwealthfund.org\/publications\/issue-briefs\/2025\/may\/federal-cuts-medicaid-could-end-medicaid-expansion-affect-hospitals\">reported <\/a>that \u201cCoverage losses will impact hospitals in particular by reducing their revenue and increasing uncompensated care costs. These adverse outcomes will affect not only hospitals and Medicaid patients, but also the entire community. That\u2019s because lower revenues and increased uncompensated care could force many hospitals to reduce staff or eliminate important services.\u201d<\/p>\n\n\n\n<p>Many hospitals already operate on thin margins. From 2010 through 2023, <a href=\"https:\/\/www.kff.org\/health-costs\/key-facts-about-hospitals\/?entry=the-hospital-industry-openings-and-closings\">more hospitals closed<\/a> than opened. More specifically, over this 14-year period, 300 hospitals closed, and only 192 hospitals opened.<\/p>\n\n\n\n<p>\u201cYou have a very profound effect on hospitals and physicians because some [Medicaid patients] might not be able to pay at all,\u201d <a href=\"https:\/\/www.healthcare-brew.com\/stories\/2025\/03\/05\/medicaid-cuts-affect-healthcare-workers\">said<\/a> Paul Ginsburg, professor of the practice of health policy and management at USC and a senior scholar at the USC Schaeffer Institute. \u201cHospitals will lose these paying customers \u2026 particularly rural hospitals, which in many areas are struggling financially. This could lead to them closing, and that\u2019s affecting a much broader population in those areas than those eligible for Medicaid.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Working within staffing shortages in healthcare&nbsp;&nbsp;<\/strong><\/h3>\n\n\n\n<p>While hospitals can\u2019t prevent federal funding cuts, they can control how efficiently they respond to workforce disruptions.
